Terry Davis

Past Chair

Terry is a partner at T N Davis Chartered Surveyors and a diminution expert. He has dealt with a large number of Diminution Valuations on behalf of both landlords and tenants and is a regular co-presenter at RICS Dilapidations Roadshows and forum conferences.

David Blackmore

Chair

David is a commercial Building Surveyor and director at Blackmore BC. He has over 25 years experience as a dilapidations expert, has personally settled many hundreds of claims and regularly talks at seminars and conferences.

Simon Hartley

Vice Chair and Treasurer

Simon is a partner in Weightman's Property Litigation and Dispute Resolution Group in London and provides comprehensive advice on all facets of contentious commercial real estate work.

Simon Green

Simon is a Director and Owner of Green Building Design Ltd. He is an M&E services engineer with a strong track record in the delivery of innovative and practical building services design and is an expert in the field of M&E services within the field of dilapidations.

Andrew Pilbrow

Andrew has over 27 years’ post qualification experience in valuation and lease advisory matters, is an RICS Registered Valuer and Expert Witness. He is regularly appointed as an expert witness in valuation matters involving dilapidations and other types of disputes. He has appeared to give evidence in the High Court, County Court and Tribunals. He has presented webinars for the RICS on valuation issues and regulatory sits as a Chair in the RICS APC process.

Andrew Ellingworth

Andrew is a Partner with Ridge and leads the London teams dilapidation and building pathology team.

Paul Tonkin

Paul is a partner in the real estate disputes team at Hogan Lovells LLP. His practice covers contentious real estate matters and he is frequently instructed by institutional landlords on commercial landlord and tenant disputes including high value dilapidations claims and complex rent reviews. He also assists occupiers in the contentious aspects of corporate relocations, including dilapidations and conditional break options.

Ben Devonport

Ben is the founder and director of Index Professional. He was previously at Hart Dixon in and Lambert Smith Hampton, specialising in commercial property where he was involved in due diligence, project management and contract administration and dilapidations. He has completed numerous projects in the office, retail and industrial sectors. He also has a strong background in Expert Witness work and other building surveying services.

Ed Shaw

Edward qualified as a Chartered Building Surveyor in 1988 and has specialised in the regulatory side of building surveying for over 30 years. His practice focuses on Landlord and Tenant Law and contractual relationships governing the construction, alteration, maintenance, repair and decoration of property. He spends much of his time dealing with dilapidations disputes and related matters and is passionate about the use and promotion of dispute resolution and ADR in all of its various guises. He has chaired the RICS Dilapidations Steering Group and was instrumental in setting up the RICS Dilapidations Forum, chairing the initial steering group and the first RICS Dilapidations Conference.

John de Waal KC

John has been a practising barrister for over 30 years and a KC since 2013. His practice is exclusively property and property-related professional negligence and he has appeared in all courts in England and Wales up to the Supreme Court. John qualified as mediator with CEDR in 2002 and since then has mediated over 100 matters. He is now making the move to become a full-time mediator. John is the editor of the Law Society publication ‘Risk and Negligence in Property Transactions’ (2018). He speaks and writes on property related matters widely including having given talks to the Property Litigation Association and the Property Bar Association. For 10 years John sat as a part-time lawyer chair of the Leasehold Valuation Tribunal (as it then was)

Lindsay Whittle

Lindsey is a property litigation solicitor who qualified in 2018 and has been part of the property litigation team at Trowers & Hamlins LLP since 2021. Lindsey has experience of advising a broad range of clients on contentious commercial landlord and tenant matters, including dilapidations issues; from initial advice on reinstatement and recovery, to bringing and defending High Court claims for dilapidations.
