The Dilapidations Association was created by, and is led by, a group of experienced surveyors, valuers,lawyers, mediators and services engineers with the simple aim to inform, challenge, develop and improve current practice and to provide mutual support to progress and promote dilapidations as an area of practice.

The committee currently comprises:

Terry Davis


Terry is a partner at T N Davis Chartered Surveyors and a diminution expert. He has dealt with a large number of Diminution Valuations on behalf of both landlords and tenants and is a regular co-presenter at RICS Dilapidations Roadshows and forum conferences.

David is a commercial Building Surveyor and director at Blackmore BC. He has over 25 years experience as a dilapidations expert, has personally settled many hundreds of claims and regularly talks at seminars and conferences

Simon Green

Simon is a partner in RadcliffesLeBrasseur's Property Litigation and Dispute Resolution Group in London and provides comprehensive advice on all facets of contentious commercial real estate work.

Jacqui is a mediator at The Property Mediators, specialising in mediating property disputes including many dilapidations disputes. Jacqui was previously a solicitor (Lovells/Thomas Eggar) practising extensively in dilapidations including acting for the landlord in Hammersmatch Properties (Welwyn) Ltd v Saint-Gobain Ceramics & Plastics Ltd (2013). Jacqui is past Chair of the Property Litigation Association and was instrumental in the adoption of The Dilapidations Protocol.

Peter Gillies

Simon is a Director and Owner of Green Building Design Ltd. He is an M&E services engineer with a strong track record in the delivery of innovative and practical building services design and is an expert in the field of M&E services within the field of dilapidations.


 The committee currently comprises:

Peter is a Building Surveyor and Chartered Building Engineer. He is sole principal at Gillies Consulting having previously worked at senior level at various well known firms of Chartered Surveyors. Peter deals with a variety of building surveying work including development monitoring, contract administration and party walls principally acting for large companies, corporations, investment houses and financial institutions. A significant part of his work involves dealing with dilapidations claims.


Richard Douglas

Richard is an Associate Director at Colliers International. He qualified whilst working at Jones Lang Wootton in London. Since then, Richard has circa 25 years of experience having worked with CBRE and King Sturge. He is a Chartered Building Surveyor specialising in dilapidations, due diligence survey work, refurbishment contract work and building consultancy work.

Michael is a Partner and Head of Property litigation at Shulmans LLP. Michael is recognised nationally for his expertise in dilapidations matters. This experience is reflected in the many seminars he runs, forums he takes part in and articles he writes for various publications, specifically in relation to dilapidations and telecommunications where he is a nationally acknowledged expert.

Michael Watson

Keith is Founder and Director of Datum Building Consultancy Ltd, an RICS Regulated Chartered Surveying practice specialising in Dilapidations Surveyor and Expert Witness services. He has been formally appointed as Expert Witness in 21 court actions to date and has acted regularly as Expert Witness at County Court and High Court levels on a range of commercial tenancy break-action disputes, commercial property dilapidations and on property boundary, easement and party wall disputes. Keith has previously been a member of the RICS Dilapidations Forum “Steering Group”. He is joint author of the Estates Gazette publication “Dilapidations and Service Charge Disputes: A Practical Guide”  and has co-authored multiple commercial property dilapidations articles for publishers and journals  such as Estates Gazette, the Landlord and Tenant Review and Property Week.

Andrew Outterside

Andrew is a Partner at Vail Williams LLP and leads their Lease Advisory team. He regularly advises on Section 18(1) matters including, preliminary diminution assessments, strategic advice, support to building surveyors during negotiations and mediation, production of expert witness reports and giving evidence at Court proceedings.

Andrew contributed to the chapter on diminution valuations in the 7th Edition of the Dilapidations Guidance Note (published 2016), as a member of the RICS Dilapidations Working Group,

His specialist knowledge and experience relate to the office, logistics, motor trade and airport sectors.

Jason is a Partner at TLT LLP. Jason has a wealth of experience advising property companies, institutional owners, occupiers, developers, retailers, banks and financial institutions on the whole range of traditional property litigation issues including rent review, dilapidations, forfeiture, rights of light, easements, alienation, the LTA 1954 and tenant-related insolvency. Jason is a recognised expert in Property Litigation in the main Legal Directories, Chambers UK and Legal 500 and is nominated by his peers for Real Estate in Best Lawyers in the United Kingdom

Matt Neave

Matt is a Director of JLL City Office Building Consultancy. He is a Chartered Building Surveyor and Project Manager with over 19 years experience of advising a large variety of clients on building refurbishments, office relocations and the legal implications of buying, owning and occupying property. He is experienced in advising corporate occupiers on exit strategies and relocation projects and advising commercial property owners on dilapidations and refurbishment options.
